there is a problem described that I think may have something to do with the use, by the avar package, of an mlib to store compiled code. If anyone, especially with expertise in distributing software including an mlib, can take a look and and offer a suggestion on that topic (not here), it would be appreciated.
The underlying problem is that the software cannot be directly installed on the computer where it is needed because the computer is not internet-connected, so it is being copied from a computer on which it has been perviously installed.
