Where would someone post about a new user-written command, and how would others find it in a search?

The General board is a good place for such an announcement. If the command is available via the SSC, then people can find it via Stata's search command (In Stata 12 and earlier, the findit command). If the command is available via your own site (which presumably has a stata.toc file and one or more .pkg files, send an email to [email protected] and they'll add your site to the user-written-command crawler on www.stata.com. Then the commands on your site will also be available in results provided by search and findit.
