Yes, that's correct. An SMR of 2.74 means that the observed mortality rate is 2.74 times as large as the rate would be if the age (or age-sex, or whatever variables were standardized on) specific mortality rates of the standard population prevailed in the province in question. 2.74 times as large = 274% as large = 174% larger. -
