Performing Structural VAR using AEQ and BEQ matrix.

I am struggling to find the right row and column dimensions for my AEQ and BEQ matrix. Is there a straight forward way to find what matrix is right for the variables? Everything I find online is giving different answers. Any help is appreciated.
