second y-axis in graph bar

Hi All,
I've got two variables measured in different units. I'd appreciate any help on how to graph the numbers on one chart. I'm using Stata 18

Specifically, graph bar doesn't support multiple y axes.

Generally, it's hard to see why you would want to do this without any detail or examples. That is, why not just rescale each variable to say % of average or % of value in some year or use some other way of making values comparable?
