Thanks as always to Kit Baum, a new version of the vallabframe package is now available for download from SSC. In Stata, use the ssc command to do this, or adoupdate if you already have an old version of vallabframe.
The vallabframe package is described as below on my website. The new version fixes a bug, which caused vallabframe to fail uninformatively if given an empty list of value labels (as might happen if the current dataset contains no value labels). In these instances,. vallabframe now creates a data frame with the full set of variables and no observations.

DESCRIPTION/AUTHOR(S)
The vallabframe package inputs a list of value label names, and
outputs a new data frame, containing a dataset with 1 observation per
value label per value, and data on the label specified by the value
label for the value. This dataset may then be listed, stored, or
exported to a generic (or proprietary) format of the user's choice.
