I am using The Behavioral Risk Factor Surveillance System (BRFSS) datasets (specially the combined landline and cell phone data set) from 2011-2019 and would like to combined them to make one pooled cross-section dataset. However I am not able to find a good resource on how to construct weights for the combined dataset. I found one resource here, pages 13-14 that the 2016 and 2017 BRFSS New York data to demonstrate how to combine and
reweight data on the core section from multiple years. It basically instructs to
"In this case, we should run a frequency table to check the sample size in each of the data sets. Compare
the sample size in these data sets and decide how to calculate the final weight by multiplying by a
proportion of the whole"
Is there any other way?
Any help/comment would be greatly appreciated.
