India NSS 64th Round Schedule 10.2 (Block 1 - "state-region" item)

The "state-region" item, which is the 6th item in block 1 of Schedule 10.2, has a width of 3 - However, I understand that the first 2 numbers represent the "state", which has codes from 01 to 35 - I don't understand the 3rd number. Anyone know what the 3rd number represents?

If I get it right, the third number is 1 at the first (and possibly only) mention of the State (e.g., 051 Uttaranchal) and is >1 if the State is divided into different geographical regions (e.g., Uttar Pradesh 091 Northern; Uttar Pradesh 092 Central; Uttar Pradesh 093
Eastern; Uttar Pradesh 094 Southern; Uttar Pradesh 095 Southern Upper).
