This is likely a simple question, I just have problem the spatial aspect for some reason.
I have some shocks for certain states in certain years. In the tests, when looking at the effects of the shocks, I only want to include neighbor states in the tests instead of all states.
For example, if Florida experiences a shock, I only want to include Georgia and Alabama as the control (non-treated) states, not all the other 49 states. I have attached a list of neighbor states in case is it helpful. For simplicity, lets assume I only want to include the control/neighbor states and the treated states in the year of the shock (no time-series issues for this question).
Is there a simple way to do this?

I suspect someone has asked such a question before, but I could not locate it on the forum.
Thanks in advance.
