Panal Data Creating before and after time lags

I am working with vast survey data and I want a command to generate the value of a certain variable across time so that it gives me the value for the variable 5 time periods before and after a particular event. For example, if I take a major life event like employment and I have the happiness score across 20 years for an individual I want an individual identified as employed that year and his happiness 3 years before and after employment.
